緬甸:和平示威學生領袖翁斐斐及丈夫正面臨更多罪名起訴

2015寫信馬拉松個案之一,全緬甸學生聯盟(ABFSU)的秘書長翁斐斐,遭緬甸政府額外追加控7條未經批准舉行集會罪名。每項罪名皆附帶六個月的刑期,意味翁斐斐現在面臨最多13年的牢獄之苦。
 
她的丈夫Lin Htet Naing,亦同樣參與示威,而受到額外加控6項罪名。他目前被拘留在Yangon的Insein監獄,並面臨最長9年6個月的刑期。

Myanmar: Student activists Phyoe Phyoe Aung and her husband are facing additional charges 

Phyoe Phyoe Aung, Secretary General of the All Burma Federation of Student Unions (ABFSU), is one of our cases of Write for Rights 2015. She has received seven additional charges for protesting without authorization. Each charge carries a six-month sentence, which means that she can be imprisoned for up to 13 years.
 
Her husband Lin Htet Naing has also received an additional six charges for protesting without authorization.  He is detained in Insein prison in Yangon, and is now facing up to nine years and six months imprisonment.

Human Rights "non-Friday": The absence of human rights and justice in the updating curriculum
 
In recent years, Hong Kong students have been actively engaging in local social movements including the anti-national education campaign and the Umbrella Movement. However, in its Updating the Personal, Social & Humanities Education Key Learning Area Curriculum, the Curriculum Development Council neglected human rights values and deleted provisions about justice and civic participation. Not only it is reflecting the marginalization of human rights education in Hong Kong, but it also fails to incorporate international human rights standards and seeks to weaken students’ human rights consciousness and civic participation. Thus, we handed in a suggestion letter to the Council and it's available at https://www.amnesty.org.hk/web/?p=9834 (Chinese only).

本計劃將於七月和八月舉行,透過工作坊與學員探討人權議題。考試合格者,更會成為人權講者,有機會代表機構到不同的大中小學進行人權教育講座!

國際特赦組織年度報告2015/16
 
國際特赦組織於2月24日於全球發表2015/16年度人權狀況報告,記錄了160個國家於2015年全面的人權概述。報告揭示多國政府肆無忌憚觸犯國際法和蓄意破壞保護人權的機制。
 
報告中特別關注中國的人權狀況,中國政府於本年度推提出一系列以國家安全為前提的法律改革,對人權帶來巨大威脅,尤其於頒布國安法後對言論自由和人身安全的限制及危險性。另外,政府對維權人士、律師、記者及行動人士的打壓更日漸嚴重。2015年6月,律師王宇及其家人被政府羈押,揭開了一場針對人權律師的全國大規模的打壓行動,至少248名律師和維權人士被問話和羈押,截至年底,仍有25人被失蹤或被羈押,更有部分被指涉嫌國家安全犯罪而被「指定居所監視居住」。

著名人權律師浦志強因於社交媒體發表評論,而被控以「尋釁滋事」和「煽動民族仇恨」並禁止再次執業。除了受牢獄之災,很多被羈押調查的異見人士更被迫在電視上「認罪」。而中國政府在浙江省開展的拆除教堂和移除十字架運動日漸激烈,超過1,200座十字架被拆走,對宗教自由的限制和打壓依然嚴峻。
 
秘書長Salil Shetty警告:「現在不僅是我們的權利受到威脅,連保護人權的法律和制度亦岌岌可危。」

Amnesty International Annual Report 2015/16

Amnesty International has just released its Annual Report 2015/16. It highlights many governments have been outrageously violating international law and deliberately undermining the human rights mechanisms.
 
The report also describes and concerns about the human rights situations in China. A series of new laws with a national security focus were drafted or enacted that presented grave dangers to human rights, including the worsened freedom of speech and individual safety due to the enactment of national security laws. The government launched a massive nationwide crackdown against human rights lawyers. At least 248 lawyers and activists were questioned or detained by state security agents, and many of their offices and homes were raided. At the end of the year, 25 people remained missing or in custody.

Human rights lawyer Pu Zhiqiang was given a three-year suspended sentence on charges of “picking quarrels and provoking troubles” and “inciting ethnic hatred”, primarily on the basis of comments that he had made on social media. He was barred from practicing law as a result of the conviction. Human rights defenders, lawyers, journalists and activists faced increased intimidation, harassment, arbitrary arrest, and violence. Televised “confessions” of critics detained for investigation multiplied. Moreover, the government continued its campaign to demolish churches and to take down Christian crosses in Zhejiang province. Freedom of religion continued to be systematically stifled.
