Amnesty International published details of verified instances of unnecessary and excessive use of force by police on 12 June. The briefing shows violations of international law and standards on the use of force by the police. However, the heavy-handed tactics were still deployed in the recent protest. On July 21, media and observers reported the Hong Kong police used guns firing suspected rubber bullets on retreating protesters without warning. Amnesty International Hong Kong has sent an enquiry to the Hong Kong police on the exact number fired and waiting for the reply.
Amnesty International is now mobilizing sections in the USA, UK, Germany, France and other sections around the world, calling their local authorities to suspend all transfers of less lethal “crowd control” equipment, including water cannon vehicles, tear gas, pepper spray, rubber bullets, projectile launchers and parts and components to Hong Kong, and maintain the suspension until the Hong Kong authorities put in place adequate safeguards including
1. A prompt, full, impartial, effective and independent investigations into all cases of human rights violations by police forces.
2. A fundamental change in guidance and practices are seen
3. Provide continuous and thorough professional human rights-based training for all officers required to carry out law enforcement duties
On 25 June, the UK announced that it would stop issuing licenses for crowd control equipment to Hong Kong until “concerns raised on human rights and fundamental freedoms have been thoroughly addressed.” On 18 July, the EU Parliament adopted a resolution on the situation in Hong Kong calling for, among other measures: “the EU, its Member States and the international community to work towards the imposition of appropriate export control mechanisms to deny China, and in particular Hong Kong, access to technologies used to violate basic rights”.
