菲律賓:杜特總統治下 法外殺害事件持續

自菲律賓總統杜特於6月30日上台執政,大約有3000人於菲律賓被警察和來歷不明的人殺害。相信其中很多人是被法外處決,總統卻誓言,殺害將會繼續下去。

菲律賓全國的殺害浪潮,令可疑人士在沒有任何法律授權或公平的法律程序下遭到「處罰」,更令整個國家變得毫無法律可言。非法殺害不單令涉嫌吸毒者和毒販遭殃,但令許多圍觀者同樣受害,包括一名五歲兒童。

根據國際法,所有國家禁止煽動暴力、歧視及將國內暴力風險升級。官員命令或默許下而進行的故意非法殺害,視為法外處決,是違反國際法的罪行。菲律賓有責任調查和起訴法外處決和其他非法殺害的可信指控,並將涉嫌人士帶到法院進行公正審判。

Philippines: Killings Continue Under President Duterte

Approximately 3000 people have been killed by police and unknown vigilantes in the Philippines since President Duterte came into power on 30 June. Many may amount to extrajudicial executions. The President has vowed that the killings will continue.

The wave of killings across the Philippines has resulted in increased lawlessness and ‘punishments’ were meted out in the absence of any legal authority or fair legal procedures. The unlawful killing has not just affected alleged drug users and dealers, but also many bystanders, including children as young as five.

Incitement to violence and discrimination, as well as risks escalating violence in the country are prohibited under international law . The unlawful and deliberate killing carried out by order of officials or with the state’s complicity or acquiescence is an extrajudicial execution and is a crime under international law. The Philippines has an obligation to investigate and prosecute credible allegations of extrajudicial executions and any other unlawful killings and bring those suspected of criminal responsibility to justice in fair trials.

The Rule of Law Walking Tour in Central 2016-17

Hong Kong is renowned for being a society with the rule of law, but it could not be upheld without the accumulation of experience and endeavour of Hong Kong people. By joining the walking tour, let us listen to the accounts of old stories regarding the rule of law, and learn about Hong Kong’s path towards the rule of law through its historical architectures and streets.

國際特赦組織香港分會藉人權新聞獎20年之機,出版《堅堅守公義–人權新聞獎20年》,透過回顧20年來人權新聞奬各得獎作品,以及各人權公約於香港的實施狀況,探討表達自由、執法權力、經濟權利、性別平等、少數族裔、兒童權利、殘疾人權利等人權,20年來在香港的變遷。

【Launch of ‘Adhere to Righteousness – 20 Years of Human Rights Press Awards’】
Amnesty International Hong Kong has taken the chance of 20th Anniversary of the Awards to publish ‘Adhere to Righteousness’. The book compiles a select number of award-winning works into different categories of human rights in accordance with their related articles in the United Nations’ Universal Declaration of Human Rights, with the purpose of giving readers a deeper understanding of the human rights situation in Hong Kong, over the past 20 years.

青年人權記者作品分享  兒童權利
 
40 位來自本地高中的同學,透過模擬採訪、編輯會、工作坊和小組討論,從人權視角分析及思考多項議題,並提交實習報道;今個月,他們就兒童權利進行採訪和報導,一齊看看一些精彩作品啦。
Human Rights Journalist Programme 2016 – Children’s Rights
 
40 Senior high school students joined this programme and attended workshops on news-reporting techniques and human rights knowledge from experienced journalist and human rights education experts. This month, they looked into Children’s Right with interviews and news reports. You may find their work at hrj.amnesty.org.hk (Chinese only).
 

           
人權講者訓練計劃 2016 完滿結束


今年盛夏,「人權講者訓練計劃2016」的學員透過小組討論、講課、導賞團、嘉賓經驗分享及試教等密集式學習人權 ,互相砥礪,終於學成下山,於各自崗位推廣人權。部分學員將會成為本會「人權講者」,和我們一起出席講座,身體力行承傳人權。
 
AIHK Speakers' Team Training 2016 succeesfully held

AIHK Speakers' Team Training Programme was successfully launched this summer. Participants received intensive training on human rights education through group discussions, lectures, walking tour, sharing by experts as well as micro-teaching. While they will spread human rights knowledge in their social circle, some of them will join AIHK Speakers' Team and conduct school talks with us.
