阿爾及利亞: 和平集會行動者獲釋
 
阿爾及利亞行動者Dahmane Kerami 於2014年及2015年組織反對當地開發頁岩氣及金礦開除員工事件。,他隨後被捕,繼而被法庭裁定「叛逆」及「參與非暴力集會」成立,入獄1年。我們得悉,他於2016年12月31日獲釋,近日回家團聚。
 
我們感謝曾聲援人權捍衛者的會員及支持者。

ALGERIA: Dahmane Kerami was released
 
Algerian activist Dahmane Kerami was released on 31 December 2016. He spent a year behind bars for participating in 2014 and 2015 in peaceful social protests in support of the rights of workers laid off by a local gold mining company, as well as sit-ins denouncing the environmental consequences of shale gas fracking in the area.

死刑並非離香港人很遠 - 《全球死刑報告2016》中文版
 

對香港人來說,「死刑」這兩個字或許有點事不關己;香港於1993年廢除死刑,亦早於60年代起已停止執行死刑,是東亞區內唯一已全面廢除死刑的地區;自廢除死刑後,香港嚴重罪案犯罪率持續下降,死刑這個名詞對不少香港來說,彷彿已成為歷史。

然而,死刑是否真的離香港人很遠呢?港人於外地判死的事件屢有發生;以東南亞為例,近5年間,單單本會已接獲5宗港人因販毒被判死刑的個案;而東南亞地區受刑的在囚人士,往往要面對不公平審訊:他們面對言語不通、被獄卒索取金錢、甚至屈打成招等問題。然而,不少被捕者家屬均表示,被捕者能否得到法律支援或翻譯服務,以及得到公平審訊,港府往往未有提供協助。

國際特赦組織香港分會於25日發表《全球死刑報告2016》中文版;同時指出,即使香港已廢除死刑,並不代表香港人沒有死刑的威脅,並呼籲政府確保香港人在外地得到公平審訊,香港政府有責任確保每一位市民都應得到公平審訊的權利。

Death Penalty and Hong Kong - <Global Death Penalty Report 2016> Chinese Version Launch

You may never realise that "Death Penalty" could happen to Hong Kong people. Amnesty International Hong Kong launched <Global Death Penalty Report 2016> Chinese Version on the 25th. We pointed out that Hong Kong people could also face death penalty outside Hong Kong and we urge the government to ensure every citizen can get access to a fair trial. Taking South East Asia as an example, AIHK has received five relevant cases, let alone other cases. Most of those prisoners have encountered language obstacle, being asked for money by the jailers, being tortured to confess, etc. But most of their families explained that the Hong Kong government did not provide any translation or legal support.

《人權》雜誌春季號出爐!

最新一期《人權》雜誌以「少數族裔接受教育的權利」為題。除了淺談國際人權標準,還簡介歐洲最大的少數族群—羅姆兒童(Roma)未能享有平等接受教育權利的情況,更邀得香港大學法律學院副教授紀佩雅評鑑香港少數族裔接受教育權利的情況及《種族歧視條例》的問題。她亦提醒我們對排外論述保持警惕,因為一旦失控,就會摧毀自二戰以來的人權保障。

雜誌將於樓上書店、兆基創意書院、教協、Kubrick、社聯及大專院校等免費派發。成為我們的會員或捐款者,可定期收到《人權》雜誌印刷本乙本。

Human Rights Magazine - Spring Issue is published!
The latest issue of Human Rights Magazine features "the right of ethnic minorities to education". Apart from international human rights standards, the lack of access to quality education on an equal basis of Roma children, the largest ethnic minority group in Europe, is briefly introduced. We also interviewed Puja Kapai, associate professor of the Faculty of Law, HKU on the right of ethnic minorities to education in Hong Kong as well as the shortcomings of the Race Discrimination Ordinance. Puja also reminds us to remain vigilant about anti-immigration rhetoric as it can be threatening in terms of unraveling human rights protection since the Second World War. The magazine will be distributed for free in upstairs bookstores, HKICC Lee Shau Kee School of Creativity, Hong Kong Professional Teachers' Union, Kubrick, the Hong Kong Council of Social Service and universities etc.By becoming our member or donor, you will receive a printed copy on a regular basis.

政府應盡快成立符合《巴黎原則》的兒童事務委員會

今年4月,我們向立法會兒童權利小組委員會呈交意見書,促請政府從速回應聯合國和本地公民社會訴求,盡快成立符合《巴黎原則》、法定、有效和最高層次而獨立的人權委員會及兒童事務委員會,尤其體現多元代表性和獨立性原則。

The Government should establish a children's commission in accordance with the Paris Principles asap

We filed a Chinese submission to the Subcommittee on Children's Rights of the Legislative Council in April. We urge the Government to set up a statutory, effective, high level and independent human rights commission as well as children's commission in line with the Paris Principles in an expeditiously manner so as to respond to the demands of the United Nations and local civil society. The commissions should embody the principles of pluralist representation and independence.
